Ogden v. Figgins
After his election in 2013, Wilson County Sheriff Pete Figgins adopted a policy that prohibits inmates in the jail from sending or receiving mail in envelopes. The ACLU of Kansas challenged the constitutionality of this rule in court in April 2016, and reached a settlement in November 2017. The settlement reversed the postcard only rule and required the sheriff to pay $10,000 in litigation costs.
