After his election in 2013, Wilson County Sheriff Pete Figgins adopted a policy that prohibits inmates in the jail from sending or receiving mail in envelopes.  In October 2015, the ACLU of Kansas received complaints about that policy and wrote a letter asking Sheriff Figgins to abandon the postcard-only policy in light of a string of federal court decisions striking down such policies as unconstitutional.  On April 28, 2016, after receiving no response from Sheriff Figgins, the ACLU-KS along with cooperating lawyers from the Social Justice Law Collective filed a class action suit challenging the Wilson County Jail’s postcard-only mail policy.  The plaintiffs are family members of pretrial detainees who want to write to and receive from their loved ones regular letters but cannot do so because of the Sheriff’s policy.
