Authorizing use of hypoxia for death penalty

HB 2782 would allow the Secretary of Corrections to use the controversial, poorly-resarched hypoxia method in death penalty executions. Beyond the human rights violations and racist history of the death penalty—as well as legitament concerns about this execution method—this bill further strays from our values by vesting the Secretary with more power and fewer checks on that power.
