SUPPORT FOR HB 2474 – Reducing the penalties for violating the Kansas Offender Registration Act and creating a method to waive payment of fees

By reclassifying failure to register to a misdemeanor, HB 2474 puts Kansas in a position to reduce the prison population meaningfully. From FY 2014 – FY 2018, over 1,000 people were sent to prison for failing to register.

We support every effort to develop policies and programs aimed at rehabilitating the people in Kansas’s prisons. Good-time credits incentivize good behavior (rather than simply punishing bad behavior), helping inmates to develop positive habits, and thereby reducing recidivism rates.

SUPPORT FOR HB 2469 - Extending terminal medical release to inmates in the custody of the department of corrections with a condition likely to cause death within 90 days

HB 2469 is good policy in that it affirms the fact that people who are facing death due to a terminal illness no longer pose a public safety risk to the community. Expanding the timeframe for this humane act from 30 days to 90 days is a small but important measure.
