ROELAND PARK, KAN. – Last night, the Roeland Park City Council passed a resolution by a unanimous vote urging the Secretary of State to work with the Johnson County Election Office to provide election materials translated into Spanish.

“Local policy must reflect our values and meaningfully mark our path toward the Kansas and the inclusive democracy we aspire to be,” said Micah Kubic, ACLU of Kansas Executive Director. “We applaud Mayor Michael Poppa’s leadership on this issue and Roeland Park’s clear and resonant commitment to improving voter turnout in Johnson County and to simply making it easier to vote, not harder.

“As the City of Roeland Park’s resolution notes, more than 39,000 citizens of voting age in Johnson County speak a primary language other than English. The strength of our democracy is directly correlated with how well their voices can be heard. We join the City in urging the Johnson County Election Office to remove the barriers to casting a vote.”

SUPPORT: Johnson County 2026 Legislative Platform, "Fair and Transparent Civic Process"

On November 20, 2025, the ACLU of Kansas submitted written testimony support of the subsection titled “Fair and Transparent Civic Processes” on the proposed 2026 Legislative Platform, specifically the inclusion of “expanded language access” and encouraged the Board of County Commissioners to mention specific steps that can be taken to give this phrase meaning. Supporting the expansion of language access is about making it easier for eligible citizens to fulfill their patriotic duty and fully participate in our elections. It is important to define what it looks like in practice to provide additional voting materials in Spanish: translated registration forms and instructions, polling place information, materials about Johnson County elections and the right to receive language assistance at the polls, or even ballots and sample ballots.
