Enacting the Kansas Intellectual Rights and Knowledge Act, providing a civil cause of action and penalties for violations of such act and authorizing students and student associations to exercise political and ideological beliefs, values and missions.

This bill undercuts basic values of fairness and freedom of expression and contains risks to both civil rights and freedom of expression on college campuses in Kansas. By expanding opportunities for publicly funded discrimination and adopting overly broad restrictions that may chill lawful dissent, this bill threatens to weaken constitutional protections.
