Amending the Constitution of the State of Kansas to require voters to present photographic ID provided by the State of Kansas, the federal government, or a tribal government to vote.

This bill would restrict the types of voter identification to only the kinds of photo IDs that require Documentary Proof of Citizenship per HB 2448, such as a Driver’s License, Passport, or a tribal ID. This bill is another attempt to bring back unconstitutional documentary proof of citizenship laws. It attempts to change the constitution while ignoring the other mechanisms to ensure voter eligibility. From 2013 to 2016, nearly 1 in 7 voter registration applications were blocked, with almost half of those affected being under the age of 30.
