On January 15, 2021, the ACLU of Kansas sent a letter to the Kansas Supreme Court to bring the Court's attention to the problem of county clerks refusing to accept pro se name change petitions filed by transgender youth and their families. After receiving a number of such reports, it seemed necessary to raise awareness of the legal requirements for this process in the hopes that the Court could provide instruction for clerks, judges, and other personnel.
